Skeleton code generator

Anyone remember skelgen, a tool by Paul Nettle for creating source code files from a template? I've been working on modifications to the program lately, but because of the licensing conditions and an inability to contact Mr. Nettle (and oh how I've tried), I'm simply writing a clone from scratch.
